PACP / LACP / MACP
PACP (Pipeline Assessment Certification Program) is the North American Standard for pipeline defect identification and assessment, providing standardization and consistency to the methods in which pipeline conditions are identified, evaluated and managed. The goal of PACP is to have pipeline system owners create a comprehensive database to properly identify, plan, prioritize, manage and renovate their pipelines based on condition evaluation.
Developed by NASSCO, this course ensures that all inspectors will classify pipe defects in a standard, uniform method.
Confined Space Entry (CSE)
This class provides enrollees with a full understanding permit preparation, duties, fall protection, and air monitoring equipment. Utilizing a combination of classroom instruction and our hands on Confined Space Simulator, individuals will walk away with practical knowledge they can use on the job. Participants will receive a certificate acknowledging the completion of the course.
Advanced Pipe Cleaning (APC)
This interactive 1 day sewer cleaning program is designed to give operators the knowledge and understanding of today’s cleaning techniques and specialized tools used in the sewer cleaning industry. This class will include the use and application of standard sewer cleaning nozzles, root cutters, grease removal, penetrators for blockages, large diameter pipe cleaning, and the proper way to clean lift stations safely.
Operation Maintenance Training (OMT)
Each of the Doheny Technical Institute Operation & Maintenance classes teach both practical and theoretical knowledge concerning the safe operation, basic maintenance, and basic troubleshooting of the various areas of our manufacturers’ equipment. This includes proper set up, vacuum systems, dumping procedure, accessories, winterization, and pre-trip inspection and more. Material will be presented from an operator perspective, with an emphasis on proper procedures and safety.

Ed Fitzgerald has over forty years of experience in Confined Space Entry, Fall Protection, OSHA Compliance and Air Monitoring instructing at the University of Findlay, Bowling Green University (State Fire School), as well as the Ohio Bureau of Workers Compensation. Ed is EPA Approved for contact hours to both the Municipal Sewer and Industrial Manufacturing Industry.
Many know Ed from his extensive talks and informative sessions at annual trade shows, particularly WWETT. Ed has been in the sewer cleaning industry for nearly all of this 40+ years of service. In that time, he has helped develop some of the industry’s best and most practical collection system cleaning techniques and practices in the nation.
Ed has trained in all aspects of pipe cleaning and confined-space-entry, including FallProtection equipment, air monitoring instrumentation and mechanical / rope rescue techniques. His expertise, as a Safety equipment consultant and pipe cleaning extends to the evaluation, monitoring and maintenance of municipal and industrial wastewater fixed collection systems.

We had an opportunity to have Doheny come in to do some training with our guys that we found very informative. While we have a fairly consistent fleet of Combination Units and a HXX they all have a mind of their own. The training was very helpful when it come to getting a grip on the similarities and differences in each truck so all of our operators’ could jump in to any truck and be able to run effectively. The guys at Doheny have always been great with training on new trucks, being able to help diagnose problems over the phone, or provide additional training for new employees on site.
